The exercise of developing methodologies for building two basic tools of air quality management for Delhi an air quality index and an emission inventory was launched at an international workshop, in the capital recently. The workshop was attended by experts from the US, Sweden, India, Pakistan, Bangladesh and Nepal. The Indian participants included representatives from Central Pollution Control Board (CPCB), Delhi Pollution Control Board (DPCC), National Environmental Engineering Research Institute (NEERI), Indian Institute of Petroleum (IIP), Automotive Research Association of India (ARAI) and Indian Institute of Technology (IIT), Delhi. Three days of hard deliberations produced a blue print for future actions.

Blueprints for Further Action
  • Air Quality Index
1. Finalise draft AQI prepared in the workshop
2. Outreach campaign to raise awareness
3. Develop first generation PM 10 AQI forecast
4. Demonstrate and forecast PM 10 and carbon monoxide
5. Evaluate response of public to AQI
6. Expand monitoring network and monitoring zones
7. Develop second generation air quality forecast models.
  • Emission Inventory
1. Form a technical advisory committee
2. Evaluate non-traditional top down methods of doing inventories such as the satellite based methods being used by the European Union
3. Begin traditional bottom up effort
4. Begin testing on priority categories on a parallel track with the inventory development.
5. Start a preliminary stationary source inventory
6. Periodically update the inventory and reevaluate
7. Use ambient air quality data, as it becomes available to help direct the inventory work
8. Determine a central repository for the data, which is readily accessible to all the agencies, involved.
