Open letter to Union Minister of State for Road Transport and Highways

Dear B C Khanduri, you are holding back state governments from implementing an effective emissions inspection programme for in-use vehicles in cities. If you fail to act even now when you are reviewing the ineffectual PUC norms and test procedures to develop an improved emissions testing system, state governments will be forced to carry on with the charade of PUC – as in Delhi today. This will only lead to more public harassment with no improvement in the city’s air.

Lennart Erlandsson and Christopher Weaver (August 9, 2002)

How is Delhi, which has the world’s largest CNG city bus fleet with 7,100 buses, meeting the challenge of large-scale deployment of a new technology? A follow-up to the first independent technical study (see below) examines inspection and safety norms, compliance procedures, institutional changes and training requirements (PDF File)

This path-breaking study reports the inaction and blind refusal of the Indian government, the automobile industry and the fuel industry to cut source vehicular emissions. Vehicular pollution which contributes about 64 per cent of air pollution load in Delhi, 52 per cent in Mumbai and 30 per cent in Calcutta, continues to increase unabated - at considerable social cost. The method of checking tailpipes and blaming the vehicle owner for pollution is hardly justified and effective - it is time to shift the onus to auto manufacturers
